The Dilosian Empire {Red Empire Splinter}
Territories: South of the Matune Desert in Deisach (they also claim the Desert, but there are no settlements), including the cities of Haven, Lucant, (Probably to be destroyed and with new cities to replace them) and Boldragoth; they also lay claim to the great Colossus of Rein, birthplace of the Order of Enlightenment. They also control several Psychic islands in the area, including the ancient Dilosian stronghold of Agamar.
Government: Dilosia is ruled by the Emperor, whose power is expressed through the Office of the Emperor. Every city under Dilosia's control has such an Office, which is where the Governor and other officials take care of running each city. The Emperor rules from the capital and has a large council of advisors, many of which are member of the Order of Enlightenment. Rumors have circulated for years that the Emperor is in the pocket of the Enlightened, but none of these claims have ever been proven.
Population: Approximately 30 million citizens with a large number of Humans and Goblins, as well as some Dwarves and Ogres, any other races making up only about 2% of the population.
Military: The Dilosian Army takes many traditions from the old Red Army. Soldier are separated into divisions based on their skills. Infantry, Archers, Cavalry, Healers, Mages, the Airfleet and the Navy. The Emperor is at the top of the military as well as the government, though he relegates the control of each division to his chosen commanders. The Airfleet employs a variety of airships, some equipped with crystal engines and cannons. The Imperial Navy has many swift ships and supposedly booby-traps Dilosian waters, since maps of proper shipping lanes are distributed by Dilosia.
History: Following the Schism of the Red Empire the islands of Agamar were soon occupied by a man who had frequently landed on the island: General Alarn Kotan. Kotan had commanded a fleet of airships for Rein and been a loyal soldier right up to when the Dragina disappeared. Kotan, not being a stupid man, saw how his colleagues acted and knew there would be no peace for the Red Empire. He mustered all the troops and airships he could then disappeared to Deisach and the islands of Agamar.
From Agamar Kotan arranged for several temporary forts to be erected along the southeastern coast of Deisach, then he began to recruit troops. One night, as Kotan walked across the airship landing field towards his command vessel, a young goblin approached him. The goblin delivered a message to Kotan and a few days later the General had some new allies. The Weapons Project, a think-tank originally assembled by Emperor Rein to create brilliant new weapons for him, had retreated from their normal research facilities to an experimental - and secret - base within the Colossus of Rein not far down the coast from Agamar. Along with the scientists came a sizeable cadre of wizards, a splinter faction from the Cosmologists that were seeking refuge.
With the help of the Project scientists Kotan establish well-fortified posts in southeastern Deisach and named himself the new Emperor of Dilosia. The Weapons Project, with its new members, became known as The Order of Enlightenment, and it's scientists became the Enlightened. The Enlightened shared a very special relationship with the King and then advised him on all matters of business. Kotan was a champion of schooling, trading, science, and peace. He was an early supporter of the treaty between the remainders of the Red Empire. After the death of King Kotan his body was taken by the Enlightened and supposedly entombed within the Colossus of Rein.
Today the ruler of the Dilosian Empire is Grant Bellick III, who shares the first Emperor's love for learning and science. Many people wonder if the royalty haven't gotten too comfortable with the Enlightened, who still serve as advisors to the Emperor. The Enlightened have helped provide the citizens of Dilosia with new technological comforts while also providing for a number of schools for magical education. One of the greatest accomplishments of the Order of Enlightenment for Dilosia was the design of the railway system which allows for swift shipping, travel, and troop movement throughout much of Dilosia.
Culture: Dilosia is an empire which tries to remain neutral in the conflict that has come about between technology and magic. Dilosia accepts the advancements of technology, while also retaining and advancing the use of magic. Many citizens of Dilosia are very open-minded about a number of things, actually. The acceptance of experimentation and invention has drawn a large Goblin population into the folds of Dilosia, and just traditionally the Emperors have kept a few Goblins on their council of advisors as a show of appreciation for the race that has been underapprciated by much of Fou Lu and has contributed much to the advancement of Dilosia.
Advancements
Technological - Accomplished. Dilosia rewards innovation, from researchers or regular citizens. The Goblin tinkerers are one of the driving forces in Dilosian technology, another being the experimental laboratories of the Order of Enlightenment.
Magical - Accomplished. Magical advancement is as highly prized as technological. The Boldragoth Academy of Magic is the magical center of Dilosia, though the magical archives of the Order of Enlightenment are extensive.
