Haven
Location: South of the Matune Desert on Deisach.
Description: Once a slave trading hub under the rule of Rein, Haven is now a military staging ground controlled by the Dilosian Empire. Gone is the filth and rabble that once inhabited it. Instead, it has been replaced with strict military discipline. Torn down(apart from it's star feature, the arena), the city has been rebuilt into a precisely ordered garrison.
History: Before the fall of the dragina Rein, Haven had been home to a thriving slade market, as well as mercenary and assassin hiring. Battles had been held by slave gladiators in the famous arena, which still stands today. Even after the fall of Rein, the city stood like this for two hundred years, surviving as they always had, though the population began to decline at a slow, steady rate. That is, before the Dilosian Empire came in, and attempted to bring Haven into its fold. The Empire offered to help the people of Haven rebuild, to create a new city based on the technological and magical advancements that the Empire had discovered and created.
The offers were vehemently denied by the Slavers, who thought that the Empire would abolish slavery. This threat, whether imagined or not, to their lucrative market was enough to make them resist. Opposed by the Guard and the Merchants, the Slavers engaged in a coup coup d'état, wresting power from the other two government bodies. Killing anyone who disagreed with them, the population dropped from around 28500 to 21000 as people fled from Haven.
The Empire stepped in at this point with force. They issued the ultimatum of surrender or death to the Slavers. The Slavers, knowing they signed their death, chose to fight. There was no grim, fanciful title given to the slaughter. In ten hours, they had laid waste to the motley city, the arena the only building that was relatively in good health. The Empire, having captured the city, immediately began to rebuild it. A week afterwards, the pirate crews formerly employed by Haven came down the coast to harass the Empire, unaware of the fact that a chunk of the Imperial Navy were in the waters off of Haven. In due order, the pirate fleet was almost obliterated, with the remnants scattering to parts unknown.
Construction then went ahead without restraint, Haven quickly becoming a town twice the size of its previous incarnation. Sixty years after it had been rebuilt, a general by the name of Karal Flaket had the idea of turning the city into a huge garrison, entirely for military procedures. Opposed by a small faction, the Emperor approved of this decision. Thus, the entire city of Haven once again changed, being reborn as a city entirely constructed and planned by the military. It has been this way since, constantly improving itself as new creations and magical ideas emerge from the researchers of the Empire, and keeping up-to-date with the latest military ideas.
Current Leaders: General Marcus Flaket(descendant of the first General Flaket) and a military council made up of the commanding officers of each element(Navy, Magi, etc), all given the official title of "Commander". The current council is as follows.

Government: Dilosia Empire.
Population & Army: The population of Haven is the army. The city is currently occupied by 10,000 troops from all elements but the infantry. The infantry is closer to 15,000, 5000 serving as cooks, cleaners, etc. No one under the age of seventeen resides in Haven, instead they are transferred there at that age. Since marriages and births are no uncommon in a mixed sex army, parents are given leave until their child can be fostered or old enough to join the army themselves.
