Otorno En Fanyare: The Brotherhood Sworn of Sky; referred to as simply Fanyare by most Humans
Location: The most Northern point of Valanthus, coastal on the peninsula sometimes referred to as Volkain's Dagger.
Description: Fanyare is an Elven city of surreal beauty. It crowns the tip of Volkain's Dagger like a shimmering jewel and is the Elven Empire's Strongarm in North Valanthus. Despite its glorious aesthetics, Fanyare is a city of war. There is not a single structure amid the spiraling turrets and towers of the city that does not serve a dual purpose. Even the very layout of the stronghold is a maze meant to divide and confuse invaders while magicians of air hail deadly spells from on high. It is of importance to note that Fanyare has no commercial or market districts, no residential sector, no judicial or capital center. There are no temples or devotive pools to the various deities. Fanyare was built for a single purpose: preparation.
Districts and Divisions: It is easier to label the city in quarters than divisions or districts because it is in truth a single industrial machine.
The Magicians Quarter- is the sector of the city set aside for the practitioners of magic, be they priests of Volkain or masters of the Archaic arts. Unlike the other three quarters of Fanyare, the Magician's Quarter is fairly open and spacious providing arena-like fields to unleash spells of power safely.
The Warrior's Quarter- is the home of the city's seven barracks. Each of them houses highly trained Elven warriors, ready to charge to battle at a moment's notice. Not a single foot of space is unused in this section. Every structure and element of design, from the breath-taking statues of Volkain and his guardians to the unremarkable training coliseum is intentional and constructed into the very defensive matrix of the city. Any invader that dare challenge Fanyare from the South must enter through this sector and thus into the very Hellish grip of the Elven defenders.
The North Quarter- is the seaside section of the city, resting atop the high cliff-face that overlooks the ocean's vast might. Rather than boats, however, the city supports primarily air-ships at its docks. There is no practical landing point on Volkain's Dagger, its rocky outcroppings dangerous to boats without proper guidance and so all the supplies and other necessities that the city relies upon are brought by air. Again, every portion of this section is as defensively equipped as it is aesthetically. The high towers that reach out like delicate fingers over the waters below are enchanted with a deadly spell, capable of calling up gale-like winds to smash any attempt at attack from either the sky above or the ocean below.
The Sky Spire or Fanyare En Minnor- The most valuable and important section of the city. Here is the capital training facilities used to create the Dragoons of Volkain. The Brotherhood of the Sky that is the city's very namesake. These warriors are hardened and as cold and unpredictable as the winds themselves. Their power is dreaded by even the Empire that boasts them as their own for the Brotherhood exists by its own laws and rules, outside and even at times above that of the Empire. To sit upon the Dais of the Wind is to be the very right hand of the Emperor of the Elven Kingdoms. An entire quarter of the city is devoted to the training and perfection of these mighty Knights of the Sky.
History: Otorno En Fanyare was erected during the Ageless War, its first stone set by the great warrior Eth`Pallas who was said to have been visited in a dream by Volkain himself and urged to construct the city that would one day become the very center of the Elven Kingdom's military might. Time and time again Fanyare has been called upon to unleash its Dragoons into the valor and Hell of battle.
The first structure in the entire city was the Sky Spire itself, built over a hundred years of fine Elven craftsmanship and what, at the time, was cheap Human labor. From there, the city expanded in a circular shape toward the Ocean. Every major dispute involving the Elven Empire has involved Fanyare in one way or another. It is whispered that Volkain urged Eth`Pallas to build the city in order to turn the tide of the Ageless War against the Dwarves and even Dio himself. Some say that the entire is a weapon of unimaginable power, simply waiting for the opportunity to unleash its destructive abilities. This of course is nonsense, but over the years there have been events of note to occur in the Sky Spire itself, often causing rays of light that illuminate the entire horizon to spill out of the tower's spindly crown. It is unknown what causes these flashes of brilliance and the Dais of the Wind, the highest honored court of the Sworn Brotherhood, has never been moved to explain them.
Important Notes: Otorno En Fanyare is a city of war. Its sole purpose is to develop the Elven Nation's military might and refine it into a machine. Every single citizen of Fanyare is a trained fighter in one form or another and every fighter from Fou Lu abroad who pays homage to the Elven Nation will spend at least three months here, sharpening their skills until they are members of what may be boasted as the most elite fighting force on Fou Lu.
Population: Ever changing. During times of war, the city's population may as much as triple while host armies come and go, seeking the wisdom of the Dais of the Wind. During peace times, the population may be as little as ten percent of what the city can actually hold. Although this is true, there are almost always at least five hundred thousand warriors living in the construct of Fanyare and preparing, ever preparing, to lend their skills to the trade of battle.
Army: Extensive. To invade Otorno En Fanyare is simply suicide by the standards of most of Valanthus and Fou Lu at large. The city has no need of walls, for its very structure is a defensive engine designed to cripple any force that threatens it. The army of Fanyare is among the most feared in the world, greatly due to its housing of the Sworn Brotherhood of Sky or as they are more commonly known, the Dragoons of Volkain.
